One of Hertfordshire's largest planned settlements, Hemel Hempstead carries the character of a New Town overlaid on a medieval market town, with the 2021 census recording 96,000 residents across the Dacorum district. Henry VIII granted the town its charter in 1539. Its modern form, however, owes far more to the 1947 New Towns Act, which brought rapid housing development around the River Gade and the Grand Union Canal.
