First Steps Pre-School, Porthleven

At a Glance

A sensory room, landscaped gardens and separate spaces for babies, toddlers and preschool children give First Steps Pre-School, Porthleven a clear shape. Based in St Elvan’s Children Centre, it has use of the whole building, rather than a single shared room. That creates different settings for active play, small-group work and the changing needs of children as they grow.

At its 8 February 2022 inspection, Ofsted rated the nursery Good overall, with Outstanding judgements for behaviour and attitudes and personal development. Those strengths sit alongside a specific teaching concern: staff conversations did not consistently deepen children’s understanding. The distinction matters. Positive relationships and independence were stronger than the consistency of teaching across the nursery.

The accepted age range is 5 to 60 months. Full Day Care and school-age wraparound provision serve different stages of family life, while the nursery rooms distinguish the youngest children from toddlers and preschoolers.

The Nursery Experience

Rooms and Ages

Starfish Room caters for children aged 0-2, combining books, music, painting and exploration with access to an outdoor play area. Dolphin Room is the toddler space for 2-3-year-olds, with activities led by staff. Oyster Room serves 3-4-year-olds, emphasising learning independently and preparation for school. These are room age bands; the nursery’s overall accepted age range starts at 5 months.

The landscaped gardens are designed around exploration and physical activity. Inside, the sensory room provides a space for work with smaller groups and support for children with additional needs. For families comparing environments, the useful distinction is between the active outdoor spaces and a room intended for more concentrated work.

Learning and Activities

The early years foundation stage sets the requirements for children’s learning, development and care: children develop communication, social skills and physical skills through play and everyday experiences. It is the common framework for early years provision, rather than an extra programme unique to First Steps.

In February 2022, older children persisted with a practical challenge, transferring water from a tyre into saucepans and discussing what they had collected. This was learning through an ordinary material and a self-chosen task. Children could experiment, repeat an attempt and explain their achievement, rather than simply follow an adult’s demonstration.

Language also ran through the day in February 2022. Adults introduced vocabulary and held conversations with older children, although this approach was uneven across the nursery. The improvement requirement was to develop staff practice so that exchanges with children consistently added to their knowledge. For parents, the important question is how an enjoyable activity becomes a learning opportunity, including for the youngest children.

Physical experiences were equally concrete in February 2022. Babies practised moving over ramps and climbing the steps of an indoor slide; older children worked on climbing and rolling down slopes. The examples show different challenges for different stages of development, rather than one activity being used for every age.

Care and Support

Relationships and Communication

In February 2022, babies turned to familiar adults for comfort, and staff helped children return to play by introducing an activity. Children also spent time with friends and played independently. Small-group activities were used to help develop social confidence following the disruption of the pandemic.

Communication with families in February 2022 included updates about children’s development and sharing their nursery experiences in different ways. The practical value was continuity: parents could use that information to support learning at home. This is a more useful picture of partnership than a general promise of friendly communication.

Inclusion and Wellbeing

At the February 2022 inspection, Ofsted found safeguarding effective and described how special educational needs coordinators identified developmental concerns, brought in professional advice and helped staff adapt learning plans while further assessments took place. This gives a dated account of the support process, rather than a blanket assurance about provision for every child.

The current sensory room adds a physical resource for small-group work and children with additional needs. Security entrance systems are also part of the building’s arrangements. These features serve different purposes: one supports how space is used with children, while the other controls access to the premises.

Practical Information

Sessions and Attendance

The address is St Elvans Children Centre, Torleven Road, Porthleven, Cornwall, TR13 9BX. Opening hours are 7.45am to 6.15pm, Monday to Friday. The nursery operates across the year, closing for bank holidays and two weeks at Christmas, so those breaks need to be built into childcare planning.

Full Day Care is one attendance pattern. Blues Club provides breakfast care on weekdays from 7.45am and after-school care in the First Steps building, with snacks and activities shaped around children’s interests. It gives families with school-age children a different pattern from nursery attendance.

Enquiries can be made on 01326 565662. A visit request is also available, allowing families to explore the rooms before making their decision.

Funding and Paid Extras

In February 2022, the nursery received early education funding for children aged two, three and four. That is a dated funding position, separate from a family’s entitlement or the terms of a current booking. Families should obtain current prices in the nursery’s written quotation.

The February 2022 account placed the nursery in the grounds of Porthleven School. Nursery attendance does not guarantee a Reception place. Sharing a site should therefore be considered separately from securing a school place.

Things to Consider

  • Teaching beyond the activity. In February 2022, staff exchanges did not consistently extend learning. During a visit, ask how practitioners now build knowledge through play in Starfish Room as well as the older rooms.
  • Support in practice. The sensory room offers a space for smaller groups and additional-needs work. Discuss how it would be used for your child and how support would continue in their usual room.
  • Funding and everyday supplies. Ask for one written breakdown covering your intended attendance, funded hours, food, non-food consumables and any activity charges, so the whole booking can be assessed together.

The Verdict

First Steps suits families seeking age-separated nursery rooms, outdoor physical play and a sensory room for smaller-group work. It serves families seeking full days as well as Blues Club breakfast care and Blues Club after-school care, making its practical appeal broader than a single nursery-day pattern.

The dated inspection picture combines strong social development with a clear teaching improvement requirement. The best decision will turn on the room your child would use and how staff turn their interests into learning. The spaces offer concrete reasons to consider it; the consistency of those everyday interactions deserves equal attention.
