Safeguarding is the decisive concern at Little Sheep Pre-School, based at Staple Hill Methodist Church in Bristol. At its January 2026 inspection, Ofsted judged safeguarding standards not met, inclusion Needs attention, and achievement, behaviour and routines, welfare and wellbeing, curriculum and teaching, and leadership and governance Urgent improvement.
The pre-school has capacity for 16 children. Children attending in January 2026 were aged two to four. Familiar relationships and opportunities for independence featured in their day, but those positives must be weighed against the seriousness of the safety and teaching findings.
The early years foundation stage sets requirements for children's learning, development and care: everyday play should help children build communication, physical and early mathematical skills. In January 2026, activities were not consistently adapted to children's development. Books intended for younger children were used, and adult involvement did too little to help children develop their play.
Language modelling benefited confident speakers, while quieter children received less consistent encouragement. Counting opportunities were insufficient. These examples explain why an enjoyable activity alone was not enough: children needed teaching matched to what they were ready to learn. In January 2026, these teaching weaknesses held back children's progress and left them poorly prepared for further learning and starting school.
There were enjoyable experiences too. In January 2026, children socialised over snacks, danced and joined action songs. Younger children had space to move, and children selected resources independently. Some managed toileting and handwashing with little help, while putting on coats and shoes offered another opportunity to practise independence.
At the January 2026 inspection, Ofsted found that failures in recording and reporting safeguarding concerns put children at significant risk, support for children with SEND was inconsistent and sometimes delayed, and the key-person arrangements did not reliably identify and meet individual needs or support children's progress.
In January 2026, staff recognised hunger and nappy-changing needs, and children had positive relationships with their key person. However, when children argued over toys, adults often took the toys away rather than helping them practise sharing or resolving disagreements. In January 2026, some staff stepped over toys lying on the floor instead of tidying them, missing chances to model safe behaviour and care for resources. Physical activities were not consistently adjusted for children who struggled to participate.
Communication also needed attention in January 2026. Updates to parents lacked useful detail for supporting learning at home, and information was not consistently shared with other professionals. Leaders had not checked whether staff training changed practice or acted sufficiently on weaknesses they recognised. Appropriate recruitment procedures were a positive finding, but did not remedy the failures in responding to child protection concerns.
The address is Staple Hill Methodist Church, High Street, Staple Hill, Bristol, BS16 5HQ. In January 2026, opening hours were 9.30am to 2.30pm, Monday to Friday. These are inspection-time hours.
The January 2026 actions required changes to safeguarding, SEND support, behaviour management, key-person working, staff guidance and teaching. Their deadlines fell in January and February 2026; those dates describe the required timetable, rather than demonstrating completion.
Little Sheep suits consideration by families seeking a small pre-school setting, but the January 2026 safeguarding and teaching findings demand substantial caution. Familiar staff relationships, social play and growing independence are meaningful positives. They do not outweigh the need for safe practice and effective individual support. Evidence of changes in those areas should be central to a family's decision.
At the January 2026 Ofsted inspection, safeguarding standards were not met. Inclusion was judged Needs attention, while the other five assessed areas required Urgent improvement.
