However, high use of temporary staff weakened continuity because some were unfamiliar with individual needs, while permanent staff spent time guiding colleagues. Support for children with SEND or other barriers was inconsistent during meals and free play: processing time and adapted activities were not always provided. One required action therefore concerned using information from parents effectively so individual needs were met safely.

There was a more positive side to daily care. Staff used routines and behaviour strategies to provide emotional support, storybooks helped children discuss feelings, and some practitioners encouraged awareness of other children. Leaders had strengthened monitoring at meals and snacks and worked with the local authority, families and other professionals. Those measures give improvement work a base, but the report card shows that reliable practice across the whole team is the test that matters.
