First-aid cover is the decisive consideration at Good Shepherd Day Nursery, a setting with capacity for 16 children at Emmanuel C of E Church on Romford Road. At its 27 April 2026 inspection, Ofsted judged achievement, behaviour and routines, curriculum and teaching, and inclusion at Expected standard, but children's welfare and wellbeing and leadership and governance at Urgent improvement; safeguarding standards were met.
These judgements need to be read together. The safeguarding outcome does not cancel the serious welfare concern.
In April 2026, children attending were aged 1 to 4. The early years foundation stage sets requirements for children's learning, development and care: here, the day's activities included language, movement, counting and practical tasks.
During that month, children used a juicer to prepare orange juice and rolled dough with a rolling pin. Painting and dough activities exercised their hands, while songs and dancing gave them opportunities to move. These were concrete ways to practise coordination rather than simply listen to instructions.
Books and conversations about feelings and weekends provided opportunities to use words. However, in April 2026, exchanges with older children sometimes needed more skilful follow-up to deepen conversation and learning. Teaching also needed better adaptation to sustain their involvement. Outdoor play happened daily, giving children time for physical activity.
At the April 2026 inspection, Ofsted found that deployment did not ensure continuous cover by someone holding a valid, full paediatric first-aid qualification, and leaders had failed to act on professional advice, including from the local authority, about this problem.
The required action carried a deadline of 29 May 2026. It concerned having appropriately qualified first-aid cover on site throughout children's attendance, a practical protection if an emergency occurs.
In April 2026, children had close relationships with their key person, and staff helped them identify feelings. Staff gathered information about family circumstances and assessed development to identify possible support needs; children learning English received vocabulary support. This describes the mechanisms used, rather than guaranteeing support for every future child.
Daily care also needed more consistent opportunities for independence. In April 2026, younger children practised feeding themselves and older children helped clear up, but staff did not extend this consistently across routines. Handwashing and cleaning eating surfaces formed part of daily hygiene. Staff development needed greater frequency to strengthen teaching.
The address is Emmanuel C of E Church, Romford Road, London, E7 8BD. In April 2026, opening hours were 8am to 6pm on Monday, Thursday and Friday. These are dated opening hours, rather than a description of bookable sessions.
This may suit families seeking a small setting with practical play and key-person relationships, but the April 2026 welfare and leadership judgements deserve decisive weight. Clarifying the first-aid response should come before a joining decision. Learning activities and warm relationships cannot substitute for reliable emergency cover.
At the 27 April 2026 inspection, Ofsted judged four areas at Expected standard and children's welfare and wellbeing and leadership and governance at Urgent improvement. Safeguarding standards were met.

In April 2026, activities included making orange juice, using dough, painting, singing, dancing and sharing books. Children also played outdoors daily.
In April 2026, staffing arrangements did not ensure that someone with a full, valid paediatric first-aid qualification was always on site. The required action had a deadline of 29 May 2026.
In April 2026, staff read books, introduced vocabulary and encouraged children to discuss feelings and their weekends. Interactions with older children needed further development to extend conversation and learning.
